सिर्फ साक्षरता नहीं, सक्षमता का नया दौर छत्तीसगढ़, जो अपनी समृद्ध सांस्कृतिक विरासत, घने वनों और खनिज संपदा के लिए जाना जाता है, आज एक नई पहचान के साथ उभर रहा है,एक ज्ञान-आधारित, प्रगतिशील राज्य। 21वीं सदी की वैश्विक अर्थव्यवस्था में वह समाज सफल होगा जिसके पास अत्याधुनिक ज्ञान, तकनीकी कौशल और नवाचार की शक्ति हो। इसी सोच के साथ मुख्यमंत्री विष्णु देव साय के नेतृत्व में राज्य सरकार ने ‘उत्कृष्टता केंद्र (Center of Excellence) योजना’ शुरू की है। यह पहल पारंपरिक उच्च शिक्षा मॉडल को बदलकर कॉलेजों को युवाओं के लिए आधुनिक लॉन्चपैड बनाने की महत्वाकांक्षा रखती है।

कौशल और रोजगार के बीच की खाई

छत्तीसगढ़ में उच्च शिक्षा अक्सर सैद्धांतिक ज्ञान तक सीमित रही है। परिणामस्वरूप, युवाओं को डिग्रियाँ मिलती रहीं पर उद्योग की बदलती तकनीकी मांगों—जैसे आर्टिफिशियल इंटेलिजेंस, डिजिटल स्किलिंग और डेटा एनालिटिक्स—और वास्तविक कौशल के बीच एक गहरी खाई बन गई। खासकर वनांचल और ग्रामीण इलाकों के मेधावी छात्र आधुनिक संसाधनों, प्रयोगशालाओं और वैश्विक मार्गदर्शन के अभाव में पिछड़ जाते थे। नेशनल एजुकेशन पॉलिसी (NEP) 2020 की दिशानिर्देशों को अपनाते हुए, सरकार ने इसी खाई को पाटने और बहुसांस्कृतिक, अनुसंधान-उन्मुख संस्थान स्थापित करने का निर्णय लिया है।
यह योजना दावे भर नहीं है—इसके पीछे ठोस बजटीय प्रावधान और चरणबद्ध रोडमैप मौजूद है। राज्य के 36 प्रमुख महाविद्यालयों जिनमें 3,000 से अधिक नामांकन हैं,उसे ‘उत्कृष्टता केंद्र’ के रूप में अपग्रेड किया जाएगा। प्रारम्भिक चरण में 25 कॉलेजों के लिए प्रति कॉलेज 3 करोड़ रुपए आवंटित किए गए हैं और अगले चरण में प्रमुख कॉलेजों के लिए 15 करोड़ रुपए तक का विशेष वित्तीय प्रावधान रखा गया है। साथ ही ‘राज्य रिसर्च एवं इनोवेशन योजना’ जैसी पहलें प्राध्यापकों और छात्रों को वैश्विक मानक के अनुसंधान के लिए वित्तीय व प्रशासनिक सहायता देंगी।

फाइव‑पिलर आर्किटेक्चर: शिक्षा के पाँच स्तंभ

ये उत्कृष्टता केंद्र सिर्फ भौतिक सुविधाएँ नहीं होंगे; इनके कार्य-तत्व पांच मुख्य स्तंभों पर आधारित होंगे, जो छात्रों को विश्वस्तरीय अवसर प्रदान करेंगे।

अत्याधुनिक प्रयोगशालाएँ

विज्ञान, कंप्यूटर साइंस, तकनीकी और कृषि विषयों में अंतरराष्ट्रीय मानक की लैब सुविधाएँ उपलब्ध कराई जाएंगी, जिससे थ्योरी के साथ ‘करके सीखना’ सुनिश्चित होगा।डिजिटल लर्निंग सेंटर: हाई-स्पीड इंटरनेट, स्मार्ट क्लासरूम और ई‑लाइब्रेरी के जरिए दूरस्थ और वनांचल के छात्र भी वैश्विक ज्ञान स्रोतों से जुड़ सकेंगे। रिसर्च एवं इनोवेशन लैब: स्थानीय कृषि, जनजातीय कला, हर्बल चिकित्सा और माइनिंग जैसे क्षेत्रीय चुनौतियों का समाधान खोजने के लिए शोध को प्रेरित किया जाएगा, ताकि ‘लोकल’ शोध को ‘ग्लोबल’ पहचान मिल सके।

रोजगारोन्मुखी प्रशिक्षण

कोडिंग, आईटी कौशल, उद्यमिता और स्टार्टअप इनक्यूबेशन सेल्स के माध्यम से छात्रों को मार्केट-रेडी बनाया जाएगा।

करियर एवं प्लेसमेंट गाइडेंस

इन‑हाउस काउंसलिंग, कैंपस प्लेसमेंट और प्रतियोगी परीक्षाओं (जैसे UPSC, CGPSC, बैंकिंग) की तैयारी के लिए संरचित मार्गदर्शन उपलब्ध होगा।

जमीनी असर: लाभ किस तरह पहुंचेगा?

यह योजना व्यक्तिगत छात्रवृत्ति या लोन नहीं, बल्कि संस्थागत सशक्तिकरण पर आधारित है। चयनित उत्कृष्टता केंद्रों के नियमित छात्र बिना किसी अतिरिक्त शुल्क के इन सुविधाओं का लाभ उठा सकेंगे। कौशल विकास, रिसर्च और इनक्यूबेशन प्रोग्राम्स के लिए विस्तृत परवर्ती पंजीकरण की व्यवस्था रहेगी, जो सरल और पारदर्शी रखी गई है ताकि ग्रामीण और दूरस्थ क्षेत्रों के छात्र कागजी बाधाओं में न फ़ँसें।

बौद्धिक पलायन पर अंकुश और आर्थिक सशक्तिकरण

जब राष्ट्रीय स्तर की सुविधाएँ और वैश्विक मानक का शिक्षण वातावरण छात्रों के अपने जिलों में उपलब्ध होगा तो दूर के महानगरों की ओर पलायन कम होगा। यह युवाओं को स्थानीय स्तर पर ही नई उद्यमी गतिविधियाँ आरम्भ करने और नये रोजगार सृजित करने के लिए प्रेरित करेगा, जिससे छत्तीसगढ़ की अर्थव्यवस्था ‘लोकल से ग्लोबल’ की दिशा में जीतेगी।

बिलासपुर संभाग के पांच जिलों की संयुक्त समीक्षा बैठक में विकास कार्यों, राजस्व प्रकरणों, पेयजल, स्वास्थ्य और खरीफ तैयारियों की विस्तृत समीक्षा

राजस्व मामलों के त्वरित निराकरण, पेयजल व्यवस्था सुदृढ़ करने और किसानों को समय पर खाद-बीज उपलब्ध कराने मुख्यमंत्री ने दिए निर्देश

रायपुर / शासन प्रशासन की सबसे बड़ी जिम्मेदारी जनसमस्याओं का संवेदनशील, पारदर्शी और समयबद्ध निराकरण सुनिश्चित करना है। मुख्यमंत्री श्री विष्णुदेव साय ने सुशासन तिहार के अंतर्गत बिलासपुर प्रवास के दौरान बिलासपुर, मुंगेली, गौरेला-पेंड्रा-मरवाही, सक्ती एवं सारंगढ़-बिलाईगढ़ जिलों के अधिकारियों की संयुक्त समीक्षा बैठक के दौरान यह बात कही। मुख्यमंत्री श्री साय ने विकास कार्यों की प्रगति, राजस्व मामलों, पेयजल व्यवस्था, स्वास्थ्य सेवाओं तथा आगामी खरीफ सीजन की तैयारियों की विस्तृत समीक्षा की।

राजस्व प्रकरणों के निराकरण के लिए चलाएं विशेष अभियान

मुख्यमंत्री ने राजस्व मामलों की समीक्षा करते हुए समय-सीमा से बाहर तथा एक वर्ष से अधिक समय से लंबित प्रकरणों के निराकरण के लिए विशेष अभियान चलाने के निर्देश दिए। उन्होंने कहा कि नामांतरण, बंटवारा, सीमांकन और अन्य राजस्व प्रकरण सीधे नागरिकों के जीवन और आजीविका से जुड़े होते हैं। ऐसे मामलों में अनावश्यक विलंब आमजन की परेशानी बढ़ाता है, इसलिए इनके त्वरित और गुणवत्तापूर्ण निराकरण को सर्वोच्च प्राथमिकता दी जाए।

पेयजल और स्वास्थ्य सुविधाओं पर रखें विशेष निगरानी

मुख्यमंत्री श्री साय ने ग्रीष्मकालीन परिस्थितियों को देखते हुए सभी जिलों में पेयजल व्यवस्था को सर्वोच्च प्राथमिकता देने के निर्देश दिए। उन्होंने कहा कि किसी भी क्षेत्र में पेयजल संकट उत्पन्न न हो, इसके लिए निरंतर निगरानी और त्वरित कार्रवाई सुनिश्चित की जाए।

उन्होंने स्वास्थ्य विभाग को आगामी वर्षा ऋतु को ध्यान में रखते हुए संभावित मौसमी बीमारियों की रोकथाम एवं उपचार के लिए अग्रिम तैयारी करने के निर्देश दिए। मुख्यमंत्री ने कहा कि नागरिकों को स्वास्थ्य सेवाओं और मूलभूत सुविधाओं के संबंध में किसी प्रकार की असुविधा न हो, यह प्रशासन की सामूहिक जिम्मेदारी है।

बैठक में मुख्यमंत्री ने आगामी खरीफ सीजन की तैयारियों की समीक्षा करते हुए खाद एवं बीज की उपलब्धता, भंडारण और वितरण व्यवस्था की जानकारी ली। उन्होंने कलेक्टरों को निर्देश दिए कि किसानों को समय पर पर्याप्त मात्रा में खाद एवं बीज उपलब्ध कराया जाए तथा वितरण व्यवस्था पूरी तरह पारदर्शी और व्यवस्थित रहे।

मुख्यमंत्री ने पश्चिम एशिया की परिस्थितियों के कारण डीएपी उर्वरक की सीमित उपलब्धता का उल्लेख करते हुए किसानों को वैकल्पिक उर्वरकों के उपयोग के लिए जागरूक करने पर बल दिया। उन्होंने कहा कि एसएसपी, यूरिया, नैनो यूरिया तथा नैनो डीएपी जैसे विकल्पों के उपयोग को बढ़ावा दिया जाए। वैज्ञानिक खेती और संतुलित उर्वरक उपयोग से उत्पादन बढ़ाने के साथ-साथ खेती की लागत भी कम की जा सकती है।

कृषि क्षेत्र में बढ़ेगी महिलाओं की भागीदारी

मुख्यमंत्री श्री साय ने कहा कि महिलाओं को आधुनिक कृषि तकनीकों का प्रशिक्षण और आवश्यक वित्तीय सहायता उपलब्ध कराई जाए, ताकि वे तकनीक आधारित कृषि गतिविधियों से जुड़कर आत्मनिर्भर बन सकें। इससे कृषि क्षेत्र में आधुनिक तकनीकों का विस्तार होगा और महिलाओं के लिए रोजगार एवं आय के नए अवसर भी सृजित होंगे।

जनभागीदारी से सफल हो रहा सुशासन तिहार

मुख्यमंत्री श्री साय ने कहा कि वे स्वयं प्रदेश में आयोजित समाधान शिविरों में शामिल होकर आम नागरिकों से सीधे संवाद कर चुके हैं। उन्होंने कहा कि भीषण गर्मी के बावजूद शिविरों में बड़ी संख्या में लोगों की भागीदारी इस बात का प्रमाण है कि जनता का शासन और प्रशासन के प्रति विश्वास मजबूत हुआ है।

उन्होंने कहा कि सुशासन तिहार केवल शिकायतों के निराकरण का अभियान नहीं, बल्कि सरकार और जनता के बीच विश्वास एवं संवाद को मजबूत करने का माध्यम है। मुख्यमंत्री ने महतारी वंदन योजना की 28वीं किश्त जारी होने पर प्रसन्नता व्यक्त करते हुए कहा कि राज्य सरकार महिलाओं के आर्थिक सशक्तिकरण और सामाजिक सुरक्षा के लिए निरंतर कार्य कर रही है।

120 करोड़ रुपये की परियोजना युवाओं को देगी अध्ययन, आवास और प्रतियोगी परीक्षा तैयारी की सर्वश्रेष्ठ सुविधाएं

बिलासपुर बनेगा प्रदेश का प्रमुख एजुकेशन हब : युवाओं के सपनों को मिलेगी नई उड़ान

रायपुर :  मुख्यमंत्री श्री विष्णुदेव साय ने सुशासन तिहार 2026 के अंतर्गत आज बिलासपुर प्रवास के दौरान मधुबन-जूना बिलासपुर क्षेत्र में निर्माणाधीन नालंदा परिसर एवं एजुकेशन हब का निरीक्षण कर परियोजना की प्रगति का जायजा लिया। उन्होंने निर्माण कार्यों का अवलोकन करते हुए अधिकारियों को गुणवत्ता और समयबद्धता के साथ कार्य पूर्ण करने के निर्देश दिए। मुख्यमंत्री श्री साय ने कहा कि यह परियोजना प्रदेश के युवाओं के लिए अवसरों के नए द्वार खोलेगी और बिलासपुर को शिक्षा एवं प्रतियोगी परीक्षा तैयारी के एक प्रमुख केंद्र के रूप में स्थापित करेगी।

इस अवसर पर केंद्रीय आवासन एवं शहरी कार्य राज्य मंत्री श्री तोखन साहू, उप मुख्यमंत्री श्री अरुण साव, विधायक श्री अमर अग्रवाल, श्री धरमलाल कौशिक, श्री सुशांत शुक्ला, जिला पंचायत अध्यक्ष श्री राजेश सूर्यवंशी, महापौर श्रीमती पूजा विधानी, मुख्यमंत्री के सचिव श्री पी. दयानंद, विशेष सचिव श्री रजत बंसल, संभागायुक्त श्री सुनील जैन, पुलिस महानिरीक्षक श्री रामगोपाल गर्ग, कलेक्टर श्री संजय अग्रवाल, वरिष्ठ पुलिस अधीक्षक श्री रजनेश सिंह सहित जनप्रतिनिधि एवं वरिष्ठ अधिकारी उपस्थित थे।

उल्लेखनीय है कि बिलासपुर में प्रतिवर्ष बड़ी संख्या में विद्यार्थी सीजीपीएससी, यूपीएससी, नीट, जेईई, एसएससी, बैंकिंग, व्यापम तथा अन्य प्रतियोगी परीक्षाओं की तैयारी के लिए आते हैं। इन विद्यार्थियों को सुरक्षित, सुव्यवस्थित और आधुनिक अध्ययन वातावरण उपलब्ध कराने के उद्देश्य से लगभग 13 एकड़ शासकीय भूमि पर 120 करोड़ रुपये की लागत से अत्याधुनिक एजुकेशन हब विकसित किया जा रहा है।

परियोजना के अंतर्गत नालंदा डिजिटल पब्लिक लाइब्रेरी, 300-300 सीटर बालक एवं बालिका छात्रावास, आधुनिक शैक्षणिक ब्लॉक तथा विद्यार्थियों की आवश्यकताओं के अनुरूप अन्य सुविधाओं का निर्माण किया जा रहा है। एक ही परिसर में अध्ययन, आवास और शैक्षणिक संसाधनों की उपलब्धता विद्यार्थियों को प्रतियोगी परीक्षाओं की तैयारी के लिए उत्कृष्ट वातावरण प्रदान करेगी। इससे प्रदेश के विभिन्न जिलों से आने वाले विद्यार्थियों को विशेष लाभ मिलेगा।

अधिकारियों ने बताया कि परिसर में 48 बड़े रेंटल हॉल का निर्माण भी किया जा रहा है। इससे नगर निगम के लिए दीर्घकालिक और स्थायी आय का स्रोत विकसित होगा। पीपीपी मॉडल पर विकसित की जा रही इस परियोजना का संचालन वित्तीय दृष्टि से भी आत्मनिर्भर होगा तथा नगर निगम पर अतिरिक्त आर्थिक भार नहीं आएगा।

निरीक्षण के दौरान मुख्यमंत्री श्री विष्णुदेव साय ने कहा कि विकसित छत्तीसगढ़ के निर्माण में गुणवत्तापूर्ण शिक्षा की महत्वपूर्ण भूमिका है। राज्य सरकार युवाओं को बेहतर संसाधन, आधुनिक अधोसंरचना और प्रतिस्पर्धी वातावरण उपलब्ध कराने के लिए निरंतर कार्य कर रही है। उन्होंने कहा कि नालंदा परिसर एवं एजुकेशन हब केवल एक भवन परियोजना नहीं, बल्कि युवाओं के सपनों और आकांक्षाओं को नई दिशा देने वाला ज्ञान केंद्र है।

मुख्यमंत्री ने विश्वास व्यक्त किया कि परियोजना पूर्ण होने के बाद बिलासपुर की पहचान प्रदेश ही नहीं, बल्कि राष्ट्रीय स्तर पर एक प्रमुख शैक्षणिक एवं प्रतियोगी परीक्षा तैयारी केंद्र के रूप में स्थापित होगी। यह एजुकेशन हब हजारों विद्यार्थियों को बेहतर अवसर उपलब्ध कराने के साथ उनके उज्ज्वल भविष्य की मजबूत आधारशिला बनेगा।

Rs 642.27 crore transferred to the accounts of 68.54 lakh women

New support for the dignity, self-reliance and economic empowerment of women

Raipur,Chief Minister Shri Vishnu Deo Sai on Thursday released the 28th installment of the Mahtari Vandan Yojana at a state-level programme held in Bilaspur, transferring more than Rs 642.27 crore amount to the bank accounts of 68.54 lakh women across the state. On the occasion, the Chief Minister said that the dignity, empowerment and self-reliance of women are among the state government's highest priorities, and that the Mahtari Vandan Yojana has emerged as a historic and transformative initiative in this direction.

Chief Minister Shri Sai said that the Mahtari Vandan Yojana is strengthening women's economic security, self-confidence and decision-making abilities, contributing to their empowerment and bringing positive change to their lives.

It is noteworthy that under the Mahtari Vandan Yojana, launched on March 1, 2024, eligible married women are being provided financial assistance of Rs 1,000 per month. Women are using the assistance for household needs, children's education, healthcare, nutrition and small self-employment activities. This has strengthened family finances and increased women's participation in society.

With the release of the 28th installment in June 2026, a total of Rs 18 thousand 165 crore 19 lakh has been provided to women under the scheme so far. The assistance is playing a significant role in ensuring economic stability and social security for women.

Chief Minister said that the state government is committed to ensuring that the benefits of welfare schemes reach the last person in society. In line with this vision, 7,770 new women have been enrolled under the Mahtari Vandan Yojana through the Niyad Nellanar campaign being implemented in Sukma, Bijapur, Dantewada, Kanker and Narayanpur districts. This has enabled women in remote and sensitive areas to benefit from financial assistance and social security.

Chief Minister Shri Sai said that women's participation is vital for building a developed Chhattisgarh and that the Mahtari Vandan Yojana is strengthening women's empowerment while improving the economic stability of millions of families across the state.

Raipur, Chief Minister Shri Vishnu Deo Sai stated that good governance, development and public welfare are the defining features of the state government. He stated that the government’s objective is not merely to launch schemes but to ensure that their benefits reach the last person in society.

The Chief Minister was addressing a district-level Samadhan Camp organised at Hemunagar under the Sushasan Tihar campaign on June 4. On the occasion, he dedicated and laid the foundation stones for development projects worth more than Rs. 134 crore, released the 28th instalment of the Mahtari Vandan Yojana and made several important announcements in the interest of the public.

Chief Minister Shri Sai distributed motorised tricycles to 80 Specially-abled persons during the programme. The beneficiaries expressed happiness upon receiving the mobility aids. He said that the government's welfare policies are aimed not only at assisting but also at ensuring self-reliance and a life of dignity. He also symbolically handed over house keys to beneficiaries of the Pradhan Mantri Awas Yojana.

The Chief Minister laid the foundation stone for a 200-bed multipurpose old-age home building to be constructed at a cost of Rs. 22.65 crore under the Corporate Social Responsibility (CSR) initiative of South Eastern Coalfields Limited. The facility will provide modern services including naturopathy, yoga, physiotherapy, occupational therapy and comprehensive rehabilitation for senior citizens. He said that elderly citizens are invaluable assets to society and that the government remains committed to ensuring their dignity, care and well-being.

Chief Minister Shri Sai also laid the foundation stone for a 500-seat educational, training and multipurpose rehabilitation centre for Specially-abled persons, to be constructed at a cost of Rs. 18.76 crore.

The centre will provide education, skill development, physiotherapy, speech therapy, auditory training and rehabilitation services under one roof. He said the facility would help Specially-abled persons become self-reliant and improve their opportunities for employment and self-employment.

The Chief Minister inaugurated a state-of-the-art CT scan machine installed at the District Hospital at a cost of approximately Rs. 4.50 crore.

He said the facility would enable the diagnosis of serious and complex illnesses at the local level, ensuring faster, better and more accessible healthcare services for patients.


In his address, Chief Minister Shri Sai stated that Sushasan Tihar is more than a campaign; it is a platform that strengthens trust between the government and the people.

He noted that welfare schemes such as the Pradhan Mantri Awas Yojana and the Mahtari Vandan Yojana are reaching eligible beneficiaries effectively and contributing to social and economic empowerment.

The Chief Minister said that under the guidance of Prime Minister Shri Narendra Modi, and with the courage of the security forces and the support of the people of Bastar, significant progress is being made in the fight against Naxalism. He added that roads, electricity, education, healthcare and drinking water facilities are expanding rapidly across Bastar, and the government remains committed to building a developed Chhattisgarh.

Raipur,Chief Minister Shri Vishnu Deo Sai on Thursday visited village Bhikhampura in Sarangarh-Bilaigarh district under the Sushasan Tihar programme and offered prayers with traditional rituals at Shri Panchmukhi Dakshinabhimukh Siddh Hanuman Temple, located in the premises of Swami Shivanand Vidyapeeth and Gauseva Ashram. He sought blessings for the prosperity and overall well-being of the state and its people.

Chief Minister Shri Vishnu Deo Sai said that the state government is committed to the prosperity of Chhattisgarh, public welfare and inclusive development. As part of the Sushasan Tihar campaign, he is touring rural and remote areas across the state, directly interacting with citizens to review the implementation of government schemes and ensure the prompt resolution of public grievances.

During his visit to Bhikhampura, the Chief Minister interacted warmly with villagers at a ‘chaupal’ organised in the Gauseva Ashram premises. He listened to their concerns, suggestions and expectations and gathered information about the benefits they are receiving under various public welfare schemes. The Chief Minister said that Sushasan Tihar is an important medium for strengthening trust between the government and the people, through which the administration is directly reaching citizens and ensuring solutions to their problems.

Raipur, As part of the Sushasan Tihar initiative, CM Shri Vishnu Deo Sai visited Bhikhampura village in Sarangarh-Bilaigarh district on June 4. He interacted directly with villagers during a Jan Chaupal and listened to their concerns, suggestions, and development needs. He also announced several important projects aimed at accelerating the region’s development.

Held at the village gaushala premises, the Jan Chaupal witnessed the Chief Minister sitting on a traditional cot and engaging with villagers, women, public representatives and members of self-help groups to understand their issues and expectations.

Chief Minister Shri Sai stated that Sushasan Tihar is not merely an administrative campaign but a platform to strengthen trust, dialogue and accountability between the government and the people. He stated that the state government is reaching villages across Chhattisgarh to listen to citizens and is committed to providing timely and effective solutions to their concerns.

He directed officials to ensure the time-bound resolution of applications and grievances received from the public.

The Chief Minister said that a true assessment of government schemes is possible only when the government directly interacts with citizens and receives their feedback. With this objective, Jan Chaupals and Samadhan Camps are being organised throughout the state.

Addressing the gathering, Chief Minister Shri Vishnu Deo Sai said that the state government is continuously working to ensure that the benefits of development and welfare schemes reach the last person in society. He highlighted initiatives such as the Mahtari Vandan Yojana, Pradhan Mantri Awas Yojana, various farmer welfare programmes, the Pradhan Mantri Surya Ghar: Muft Bijli Yojana and efforts aimed at empowering women through self-help groups.

He said the government's objective is not only to launch welfare schemes but also to ensure that every eligible beneficiary receives their intended benefits.

Responding to demands raised by villagers during the Jan Chaupal, the Chief Minister announced several development projects for the area.

He announced the construction of a fully equipped community hall for the Sapera community, the construction of a Mangal Bhawan in the settlement area, and the development of CC roads in the village’s internal lanes. He also announced the beautification of the Dabri pond located near the Chandi Temple.

Chief Minister Shri Sai further announced that the village primary school would be named after Pandit Hridayanand Panigrahi.

The Chief Minister said that the development of rural areas remains one of the government's highest priorities and that continuous efforts are underway to improve infrastructure, education, healthcare, drinking water facilities, roads, and livelihood opportunities.

He urged villagers to actively participate in development initiatives and take full advantage of government welfare schemes.

Speaking on the occasion, Finance Minister Shri O. P. Choudhary said that the Chief Minister’s direct interaction with villagers despite the intense summer heat reflects his sensitive leadership style and commitment to public service.

He stated that under the leadership of Chief Minister Shri Vishnu Deo Sai, development and good governance have gained new momentum in the state and that the benefits of government schemes are reaching citizens more rapidly than ever before.

Raipur,Under the Sushasan Tihar, Chief Minister Shri Vishnu Deo Sai on Thursday visited village Bhikhampura in Barmkela development block of Sarangarh-Bilaigarh district, where he inspected houses being constructed under the Pradhan Mantri Awas Yojana in Sapera Basti and reviewed the progress of development works.

Chief Minister Shri Sai held a warm interaction with families of the Savara (Sapera) Tribal community, who have been living without basic amenities for years, listened to their concerns, and directed officials to ensure their prompt resolution.

While reviewing the under-construction houses, Chief Minister Shri Sai said that the state government is committed to ensuring that the benefits of development and public welfare reach the last person in society. He stated that providing dignified housing to every eligible family is among the government's highest priorities.

Chief Minister Shri Vishnu Deo Sai directed officials to ensure that all sanctioned houses and other construction works are completed within the stipulated timeframe while maintaining quality standards.

Villagers informed the Chief Minister that they had been living in ‘kutcha’ houses for nearly 35 years. Through the Pradhan Mantri Awas Yojana, their dream of owning permanent homes is now becoming a reality. Beneficiaries said that for the first time, they have hope of living in a safe and dignified house with their families. Taking their demands seriously, Chief Minister Shri Sai directed officials to ensure the swift resolution of matters including caste certificates and other essential cases.

During the visit, Chief Minister Shri Sai assisted differently-abled beneficiary Ramabai Sidar by providing her with crutches and also distributed chocolates to children while interacting warmly with them. Chief Minister's simplicity and affectionate approach generated special enthusiasm among the villagers.

It is noteworthy that in the Sapera Basti of Bhikhampura, Pradhan Mantri Awas houses, CC roads, and other basic infrastructure facilities are being developed for 68 families. Beneficiaries here are being provided benefits under various welfare schemes including the Pradhan Mantri Awas Yojana, Pradhan Mantri Ujjwala Yojana, Public Distribution System, Pradhan Mantri Surya Ghar Muft Bijli Yojana, and Jal Jeevan Mission. During 2024–25, a total 25 houses were sanctioned; during 2025–26, a total 14 houses were sanctioned and around 14 houses were sanctioned under the Chief Minister Housing Scheme. Additionally, 10 other eligible families have been included in the Awas Plus 2.0 survey.

During the programme, under the ‘Ek Ped Maa Ke Naam’ campaign, Chief Minister Shri Vishnu Deo Sai planted a Kadam sapling, while Finance Minister Shri O.P. Choudhary planted a Banyan sapling. A total of five saplings were planted in the premises, conveying the message of environmental conservation and a greener future.

68.54 लाख महिलाओं के खातों में अंतरित हुए 642.27 करोड़ रुपये

मातृशक्ति के सम्मान, आत्मनिर्भरता और आर्थिक सशक्तिकरण को मिला नया संबल

रायपुर /मुख्यमंत्री श्री विष्णु देव साय ने आज बिलासपुर में आयोजित राज्य स्तरीय कार्यक्रम में महतारी वंदन योजना की 28वीं किस्त जारी करते हुए प्रदेश की 68 लाख 54 हजार महिलाओं के बैंक खातों में 642 करोड़ 27 लाख 77 हजार 950 रुपये की राशि अंतरित की। इस अवसर पर मुख्यमंत्री ने कहा कि महिलाओं का सम्मान, सशक्तिकरण और आत्मनिर्भरता राज्य सरकार की सर्वोच्च प्राथमिकताओं में शामिल है तथा महतारी वंदन योजना इस दिशा में एक ऐतिहासिक और परिवर्तनकारी पहल के रूप में सामने आई है।

मुख्यमंत्री श्री साय ने कहा कि किसी भी समाज और राज्य की प्रगति तब तक पूर्ण नहीं हो सकती, जब तक महिलाओं को आर्थिक रूप से सशक्त और सामाजिक रूप से सम्मानित न किया जाए। महतारी वंदन योजना महिलाओं को आर्थिक सुरक्षा प्रदान करने के साथ-साथ उनके आत्मविश्वास और निर्णय लेने की क्षमता को भी मजबूत कर रही है। उन्होंने कहा कि यह योजना प्रदेश की माताओं और बहनों के जीवन में सकारात्मक बदलाव का आधार बन रही है।

उल्लेखनीय है कि प्रदेश में 1 मार्च 2024 से प्रारंभ हुई महतारी वंदन योजना के अंतर्गत पात्र विवाहित महिलाओं को प्रतिमाह एक हजार रुपये की वित्तीय सहायता प्रदान की जा रही है। योजना से प्राप्त राशि का उपयोग महिलाएं परिवार की आवश्यकताओं की पूर्ति, बच्चों की शिक्षा, स्वास्थ्य देखभाल, पोषण तथा छोटे-छोटे स्वरोजगार कार्यों में कर रही हैं। इससे परिवारों की आर्थिक स्थिति मजबूत होने के साथ महिलाओं की सामाजिक भागीदारी भी बढ़ी है।

जून 2026 में जारी 28वीं किस्त के साथ ही योजना के अंतर्गत अब तक प्रदेश की महिलाओं को कुल 18 हजार 165 करोड़ 19 लाख रुपये से अधिक की सहायता राशि प्रदान की जा चुकी है। यह राशि महिलाओं के जीवन में आर्थिक स्थिरता और सामाजिक सुरक्षा सुनिश्चित करने की दिशा में महत्वपूर्ण भूमिका निभा रही है।

मुख्यमंत्री ने कहा कि राज्य सरकार का लक्ष्य यह सुनिश्चित करना है कि शासन की जनकल्याणकारी योजनाओं का लाभ समाज के अंतिम व्यक्ति तक पहुंचे। इसी सोच के अनुरूप सुकमा, बीजापुर, दंतेवाड़ा, कांकेर और नारायणपुर में संचालित नियद नेल्लानार अभियान के माध्यम से 7 हजार 770 नई महिलाओं को महतारी वंदन योजना से जोड़ा गया है। इससे दूरस्थ और संवेदनशील क्षेत्रों की महिलाओं को भी आर्थिक सहायता और सामाजिक सुरक्षा का लाभ प्राप्त हो रहा है।

मुख्यमंत्री श्री साय ने कहा कि महतारी वंदन योजना आज केवल आर्थिक सहायता प्रदान करने वाली योजना नहीं रह गई है, बल्कि यह महिलाओं के सम्मान, विश्वास और आत्मनिर्भरता का सशक्त प्रतीक बन चुकी है। योजना से महिलाओं में आत्मविश्वास बढ़ा है और वे परिवार तथा समाज में अधिक सक्रिय भूमिका निभा रही हैं।

उन्होंने कहा कि विकसित छत्तीसगढ़ के निर्माण में महिलाओं की सहभागिता सबसे महत्वपूर्ण है। राज्य सरकार महिलाओं के सामाजिक, आर्थिक और शैक्षणिक उत्थान के लिए निरंतर कार्य कर रही है, ताकि प्रदेश की हर महिला सशक्त, स्वावलंबी और सम्मानपूर्ण जीवन जी सके।
